SANTA FE –Governor Susana Martinez signed the Capital Outlay Bill Tuesday which includes $1.85 million in capital improvements for the Santa Teresa Water System Infrastructure Project.

“This project is an important element to infrastructure development, public safety and job creation in Santa Teresa,” said Secretary of Economic Development Jon Barela. “It will improve water service for industrial, commercial, and residential customers southern Doña Ana County and the surrounding border region.”

The funding is part of Local Economic Development Act (LEDA) that includes planning, design, permitting, and construction to the existing Doña Ana County Wastewater Treatment Plant, and building new water and wastewater treatment facilities and piping at the Santa Teresa Industrial Park.

“The Santa Teresa Water System Infrastructure Project improvements are critical for many companies located at the border to have the adequate water pressure needed to operate,” said Jerry Pacheco, vice-president of the Border Industrial Association, which represents 45 companies located near New Mexico’s southern border that employ approximately 2,000 workers. “The project will also help recruit and relocate companies from El Paso and other areas and retain the existing companies along the border.”

There are five components of the full project including new water wells, replacing water pumps, a new water storage tank, replacing the domestic booster station, and replacing the fire pump.

The Economic Development Department’s Office of Business Advocacy and the EDD Financial Development Team have spearheaded the LEDA funding efforts for the waste water system in Santa Teresa since January 4, 2011.

The $86 million Capital Outlay bill was approved by the Legislature during a special session, which ended in September.

SANTA FE- Governor Bill Richardson today announced Johnson Plate and Tower will build a wind tower manufacturing facility in Santa Teresa. The facility is expected to create dozens of construction jobs and 150 permanent jobs.

“I am pleased that Johnson Plate and Tower chose New Mexico to build its new wind tower manufacturing plant and plans to create 150 new jobs in our state,” Governor Richardson said. “This announcement shows that our aggressive efforts to create jobs, especially during this global recession, are paying off. Manufacturing of green technology is an important component of building a green jobs economy here in New Mexico.”

Today President Obama announced that Johnson Plate and Tower is one 183 projects that will share $2.3 billion in Recovery Act Advanced Energy Manufacturing Tax Credits for clean energy manufacturing projects across the United States. Johnson Plate and Tower was awarded $2,385,000 in credits for its Santa Teresa facility.

Johnson Plate and Tower will build its more than 84,000 square-foot manufacturing facility on 22 acres in the Verde Logistics Park. The company expects to employ 40-50 people during the construction phase and then move to a full time operation employing 150 people in the manufacturing of wind towers for wind farms across the country.

“We are excited that Johnson Plate and Tower chose to locate in our growing industrial border-plex region here in New Mexico,” Economic Secretary Fred Mondragon said. “I want to commend Dona Ana County for the passage of the Local Economic Development Act that helped make this project possible.”

Yesterday, we held our October Business on the Border Luncheon where Wayne Savage and Pat Hynes presented on the upcoming Leonard R. Sugerman Public Forum and International Symposium for Personal and Commercial Spaceflight (ISPCS) events which will be taking place October 20th to the 22nd at the New Mexico Farm and Ranch Heritage Museum in Las Cruces.  MVEDA will be sponsoring the opening reception for all registered attendees of ISPCS. As economic developers we work very hard and spend time and resources to get in front of industry decision makers and encourage business attraction to our region.  The fact that ISPCS is taking place in our own back yard with industry leaders attending creates a very powerful marketing tool for MVEDA and the region as a whole.

To recap lead generation activity over the past month, MVEDA generated fifteen new leads compared with ten the last month, thereby showing a very healthy pipeline of projects and interest.   Although alternative energy companies continue to make up over 1/3 of all our leads in the past two months, the overall percentage has dropped slightly and we have seen an increase in the percentage of lead generation within the aerospace and food processing sectors.  We currently have 25 new leads in the pipeline for this fiscal year totaling 2,512 potential jobs and over 1 million square feet of potential real estate needs.

As announced last week, Frontier Airlines stated that they would be closing their Las Cruces reservation center towards the end of this year.  MVEDA has already begun to market the facility as a plug-n-play call center to the site selector community and have currently received two inquiries.

In September, MVEDA attended the Industrial Asset Management Council (IAMC) conference in Minneapolis.  This is the premier event for site consultants.  MVEDA co-hosted a site consultant dinner put on by the New Mexico Partnership which received strong attendance.

For the month of October, MVEDA has a very busy marketing and travel schedule consisting of:

• Oct. 12-16: Prospect mission to Washington D.C. to meet primarily with defense related firms and site consultants
• Oct. 20-22: Leonard R. Sugerman Public Forum and ISPCS
• Oct. 26-29: Prospect mission in Los Angeles and attendance at the Solar Power International Show.

Finally, I am happy to say that on September 22, 2009, the County Commission voted unanimously on the passage of the Local Economic Development Act (LEDA) in Dona Ana County.
