With Virgin Galactic developing its spaceliner and new launch testing at Spaceport America, the first jobs created by the spaceport are coming, members of a panel said.  At the Greater Las Cruces Chamber of Commerce community update forum Tuesday, Jan. 10, at the Doña Ana County Government Center, Wayne Savage of the chamber’s spaceport committee said the forum was about making Spaceport America bring about the promise of jobs. We’re beginning to see things take place, and we’re seeing opportunities show up, and that’s what we’re here for,” Savage said.

Chad Rabon of the New Mexico Spaceport Authority (NMSA) said the first phase of construction on the $209 million spaceport between Las Cruces and Truth or Consequences is almost complete. To get Spaceport America ready for business with a runway, vertical launch area, several support facilities and the terminal hangar for its anchor tenant Virgin Galactic. NMSA is now starting the spaceport’s second construction phase, which Rabon said includes paving the southern road leading to the complex. It was recently announced that the surfacing of the already wide and well-grated county road won’t require time-consuming environmental studies.

Spaceport America operations are located the Lewis Cain Ranch and is surrounded by similar desert range ranches 45 miles north of Las Cruces.

The next construction phase includes adding more pads and support facilities to the spaceport’s vertical area, Robin said. NMSA is currently accepting bids on contracts to provide information technology and space operations support.

Already, activity at NMSU is picking up for research and development of new systems, such as reusable rocket boosters, with Lockheed Martin winning an Air Force contract to test its design for such a system at Spaceport America.

NMSA’s Aaron Prescott said Armadillo Aerospace has tested more traditional rocket prototypes with three launches since May. Also, Boeing will test a helicopter avionics system at the spaceport, he said. The new construction will provide a second pad for vertical launches and rollback shelter for these kinds of tests, Prescott said. The current Spaceport America vertical launch facility was developed for UP Aerospace that has been launching sounding rockets since 2006 to send a variety of small payloads into suborbital space.

With the State Legislature about to start its new session, Prescott mentioned spaceport supporters are pushing for refining the 2010 law that protects companies such as Virgin Galactic from lawsuits as something goes wrong with a flight carrying passengers. The informed consent legislation didn’t extend those protections to suppliers of the spaceship companies, but competing states have passed protections granting protections to support industries.  “It doesn’t help us very much to protect the operator, but not the supplier,” Prescott said. “This is key for Spaceport America to remain competitive with other states.”

Mark Butler of Virgin Galactic, who moved from England to New Mexico, said the company is making progress on the safety and flight testing of its prototype of the kind of thrilling but- upscale suborbital flights it plans to give passengers for $200,000 a ride.  The craft that will carry the six-passenger spaceship to 50,000 feet for midair launches, the White Knight 2, has completed about 80 flights reaching important altitude and duration goals, Butler said.

Testing has begun with Spaceship 2 more than 15 “captive carry” flights and 16 release and- glide tests, Butler said. The hybrid engine – the world’s largest such engines – is being tested, he said, and the company won’t start taking passengers into space until the system performs safely, he said.  “We are now pushing the envelope on that system,” Butler said. “Yes, this is rocket science, so it takes a while. … This kind of thing does take a long time, and this is the first time this is being done so we are going to take the time to do it right.”

Butler reported that five Virgin Galactic staff members are now using office space in Las Cruces.  Once the flights begin on a regular basis, Butler said Virgin is going to need human resources and financial people, all the normal behind-the-scenes people. Also, there will be people hired to provide a variety of customer services, he said.  The space business goes beyond needing engineers and other technical staff, but also hospitality and other support staff, Butler said. Virgin does intend to buy local supplies as much as possible, he said.

“It’s important for us to get our supply chain to New Mexico,” Butler said.  With $60 million in deposits and more than 500 signed up as future astronauts, Virgin has “a hugely busy year ahead of us,” he said. To work for Virgin, Butler recommended patience and persistence.

Meanwhile, Fiore Industries won the contract for providing protective services to the spaceport, including security, EMS, fire protection and hazardous materials control. Fiore’s Tim Zagorski said the company is hiring people with local experience and subcontracted with local entities such Sierra Vista Hospital and the Las Cruces-based Zia Engineering “We strongly believe in local economic development,” he said “ We even rent power generators from a local company and buy fuel locally.”

Fiore will be looking to buy fire equipment, EMS vehicles and equipment in the near future, he said, and the company is seeking applicants for security guards, firefighters and EMTs. The company will need 15 security guards and 15 firefighters/EMTs, along with some office and compliance support, he said.

Also at the forum was Paul Schmidt of EASI, general services contractor, that will be running spaceport functions, such as water and wastewater, fuel depot operations, electrical systems, roads and grounds upkeep, runway maintenance, generator maintenance and repair, janitorial services, pest control and even HazMat clean-up and removal.

Top national and state economists will unveil their economic forecasts for 2012 at the inaugural Economic Outlook Conference sponsored by the College of Business at New Mexico State University and Wells Fargo Bank. The free conference takes place from 3:30-5:30 p.m. Jan. 12 at the Corbett Center Student Union on the NMSU campus.

“Wells Fargo’s decision to co-host its economic forecast conference in Las Cruces reflects the growing importance this region has on the overall state economy,” said Garrey Carruthers, dean of the NMSU College of Business and vice president for economic development.

“Wells Fargo is proud to partner with NMSU to present this inaugural economic outlook event,” said Lisa Riley, regional president for Wells Fargo New Mexico. “The purpose of this event is to deliver the very latest information concerning the United States and New Mexico economies. Recent history, current state and future paths of each of these economies will provide the business owner or executive with the best information available to plan for the coming year.”

Delivering the national economic forecast for Wells Fargo will be Eugenio Alemán, a senior economist and vice president for the company. Alemán will discuss the country’s strengthening economy as job creation rises and the housing market stabilizes. He also will discuss the challenges still facing the nation’s economy, particularly the risk posed by a potential collapse of the euro.

At Wells Fargo, Alemán forecasts national, regional and international economic trends. His primary focus is the United States, including interest rates and the economies of Texas and Arizona. He also is an expert on the economies of Mexico, Brazil and Argentina. Within that area, his specialties include the economies of border towns that trade with Mexico and the maquiladora-manufacturing sector along the U.S.-Mexico border. He is based in Charlotte, N.C.

After Alemán’s presentation, NMSU economist Jim Peach will provide the state’s economic forecast. Peach will explain how the national economy affects New Mexico and also will focus on economic growth prospects for the state.  “Three sectors of the state economy – government, energy and construction – will be key factors in both the short- and long-run recovery in New Mexico,” Peach said.

State Higher Education Secretary Jose Garcia and Public Education Secretary-designate Hanna Skandera say they intend to make the public schools and higher education work together to provide a better trained work force.

Speaking before the Mesilla Valley Economic Development Alliance (MVEDA) Tuesday, Jan. 3, Garcia and Skandera said they also will make the educational system more accountable. Their appearance in Las Cruces was followed up by Gov. Susana Martinez meeting with a large group of regents, governing board members and post-secondary institution presidents in Socorro to discuss the state’s new higher education funding formula.

The new formula will reward New Mexico’s higher learning institutions based on outcome measures that reflect student achievement and preparedness for New Mexico’s work force, as opposed to basing the allocation of funding on measurements like the size (square footage) of each institution. Also, the current formula funds colleges and universities based on courses and degree programs started. The new formula would be based on courses and degree programs completed.

Garcia said this is about more than making better use of the state’s support of higher education. The idea is to put the money into where there are gaps, especially in skill sets needed in high-tech professions.

At the MVEDA luncheon, Garcia noted that Intel decided to expand its Arizona operations, but not its plant in Rio Rancho. Yet, New Mexico spends more per graduate than Arizona, he said. Garcia said he took it as signal that New Mexico is not producing the kind of work force that is needed for the United States to be competitive globally.

“The central goal of New Mexico’s higher education institutions should be to graduate the students New Mexico’s economy will depend on for decades,” Martinez said. “In an increasingly competitive global economy, this formula will help us deliver the graduates we need for the jobs of tomorrow, and it serves to intently focus our attention on the achievement of our students.”

Under the formula, institutions would receive funding for graduating students in “STEHM” (Science, Technology, Engineering, Health Care and Mathematics) fields. A recent study disclosed that New Mexico’s economy will require nearly 50,000 employees with STEHM degrees by 2018 and nearly 95 percent of those jobs will require post-secondary education. “For the first time in the history of New Mexico, the younger generation is less educated than the generations before,” Garcia said. “This new formula is our opportunity to make sure today’s students are tomorrow’s successful employees.”

Meanwhile, Skandera said the schools will be changing, too, with a focus on making graduates better prepared for the work force or higher education once they complete school. Skandera said the schools will be more realistically assessed than the guaranteed failure rates offered by No Child Left Behind standards, which she said has only resulted in schools putting resources into helping borderline students rather than helping struggling students.

“Education is about setting up our kids for success,” Skandera said. “Let’s honor the successes we see and work on the areas we need to.”

At the MVEDA luncheon, a local success story was also highlighted. The Arrowhead Park Early College High School (APECHS) on the New Mexico State University campus will get a boost from a $345,090 W.K. Kellogg Foundation grant for the public-private workforce development advocate. The school, created by a school-business partnership called the Bridge of Southern New Mexico gives students the chance to learn in a higher education environment and earn college credits.

APECHS can tout that none of its students have dropped out, said Tracey Bryan, president and CEO of The Bridge. She said the cooperative efforts between the public schools, higher education and the business community is what spurred Kellogg to give the significant grant.

Distribution of the grant money includes $45,000 to NMSU’s Enlace Program that helps minority students succeed in higher education, $45,000 to NMSU and the University of New Mexico education research centers, $37,090 to the Arrowhead Center where the school is housed and $10,000 to the Service Learning Program at the NMSU College of Education. But the bulk of the Kellogg grant will be used to increase the student capacity at APECHS and to begin work on setting up four more early college high schools in Doña Ana County, according to the grant announcement.

Bryan said the Kellogg grant is a significant award, but The Bridge also has been getting grants from other private foundations and local businesses to help the APECHS effort. Through APECHS and other efforts, Las Cruces Public Schools is seeing good progress on reducing its dropout rate overall, Bryan said, “and the sky’s the limit” for future progress.

Skandera touted APECHS as an example of how to improve schools. “We didn’t point fingers in Las Cruces,” she said. “We sat down and said how do we get there, and we partnered.”

MVEDA, the Greater Las Cruces Chamber of Commerce, the Hispano Chamber de Las Cruces, and the Bridge of Southern New Mexico are pleased to kick-off 2012 by co-hosting a conversation with the Cabinet Secretaries on their work in building a strong, well-prepared workforce.

Previously, Skandera served as Florida’s Deputy Commissioner of Education under former Governor Jeb Bush, working to advance middle and high school reforms that instituted greater accountability, incentives for high performance and the end of social promotion. Her work led to scores that improved dramatically across ethnic groups, with Hispanic students outperforming all students in 31 other states. Florida has been recognized nationally as one of the only states to narrow the achievement gap for poor and minority students. She also served as a senior policy advisor and Deputy Chief of Staff at the U.S. Department of Education and as former California Governor Arnold Schwarzenegger’s Undersecretary for Education.

Jose Z. Garcia has been on the faculty at New Mexico State University for more than three decades.  He has conducted research and lectured throughout Latin America, specializing in questions of political instability.  Dr. Garcia directed the Center for Latin American and Border Studies at NMSU for 13 years.  In recent years his research has focused on the U.S.-Mexico border.  He is one of the founding members of the Paso del Norte Water Task Force, a non-governmental, tri-state, bi-national organization created in the late 1990s, grouping together irrigation district and water utilities managers with environmental groups, citizens, and academics, to stimulate greater cooperation toward more efficient regional water management in the Paso del Norte region.  Dr. Garcia was chair of the organization from 2010-2011.  He has also taught a course in New Mexico politics for many years.  After receiving a BA from Occidental College, Dr. Garcia was awarded a Fulbright fellowship to Ecuador.  He received an MA from the Fletcher School of Law and Diplomacy at Tufts University, and a PhD from the University of New Mexico.

New Mexico State University is building a stellar international reputation for its work on unmanned aircraft systems, a fact reflected in the continually growing success of its annual UAS TAAC (Unmanned Aircraft Systems Technical Analysis and Applications Center) Conference.

Entering its 13th year, the UAS TAAC Conference is hosted by NMSU’s Physical Science Laboratory and takes place Dec. 6-8 at the Tamaya Hyatt Regency in Santa Ana Pueblo. The Arrowhead Center, NMSU’s economic development hub, also plays a key role in the conference.

“The significance of a UAS conference in New Mexico continues to grow as we see development of the industry in the state,” said Steve Hottman, associate dean and deputy director for research at PSL. “Our conference efforts have not only attracted the interest and support of industry and government leaders, but also have acted as a great platform for drawing business to the state, as with the recent Vulture project PSL is working on with DARPA.”

On Sept. 30, NMSU announced that PSL had entered a contract with the Defense Advanced Research Projects Agency to assist in the development and lead the flight-testing of the Vulture unmanned aerial vehicle, the prime contractor of which is Boeing. The Vulture II will have a 400-foot wingspan and weigh between 5,000 and 7,000 pounds.

The idea for the Vulture, and NMSU’s involvement in the project, began a few years ago at a UAS TAAC Conference.

“This conference is one of the most respected networking venues in the UAS industry,” Hottman said. “It allows attendees access to leaders they would likely never get otherwise.”

When the first conference was held in 1998, it was one of only a handful in the nation that primarily focused on the civil use of unmanned aircraft systems. Since then, the conference has become a must-attend event for industry and government leaders. This year, representative s from the Department of Defense, NASA, the Department of Homeland Security, the National Oceanic and Atmospheric Administration and the Federal Aviation Administration, among others, will be on hand. Representatives from aviation user groups, universities and private industry also are expected to attend.

Topics for the conference include airspace access; the use of UAS by law enforcement, homeland security and the military; the availability of spectrum and bandwidth; and the challenges and opportunities facing unmanned aircraft systems. On Dec. 8, a session will be held at a classified location.

“In its 13th year, the TAAC Conference has proven itself to be recession proof,” Hottman said. “In fact, registration for the conference is now closed because we have reached maximum capacity.”

NMSU’s UAS TAAC program has risen to the top of the UAS field through its testing of various UAS platforms. It also has produced a certification roadmap that is serving as a framework for UAS certification. This work has been accomplished largely through the fact that NMSU is the only FAA-authorized UAS Flight Test Center in the United States, which allows UAS operations in the National Airspace System or civilian airspace. Under the FAA agreement, the Flight Test Center can operate flights across more than 15,000 square miles of airspace in southwestern New Mexico. The center’s facilities include a 15,000-square-foot hangar at the Las Cruces International Airport that is dedicated exclusively to UAS operations, as well as offices and technical support on the NMSU campus.

On the economic development front, the Arrowhead Center is creating opportunities for aerospace businesses in southern New Mexico and beyond, partly in tandem with Spaceport America near Truth or Consequences.

LAS CRUCES – Arrowhead Park Early College High School – an ambitious venture to slash dropout rates – heralded a major accomplishment during its ribbon-cutting ceremony Wednesday at its new campus.

“One hundred percent of the sophomore class progressed from ninth grade to 10th grade on time,” Principal Jennifer Amis told the crowd of about 450 people who gathered at the New Mexico State University-based high-school campus.

Some of the parents in the crowd who were cheering that announcement say they support the strong academic curriculum and zealous advancement of students that the new high school emphasizes.

Francisco Silva, a parent of a freshman, said the Arrowhead experience is keeping his son on track for a stable future. “He has all these options at Arrowhead High School that he would not have had somewhere else. The education is very intense.”  His wife, Rosa Maria Silva, said she was very pleased with her son’s experience so far, adding that “he will be ahead of the game if he stays here.”

Jose Garcia, secretary of the New Mexico Higher Education Department, took the podium and said the dismal dropout rate of the state’s children is unprecedented. “For the first time in New Mexico’s history, the older generation is better educated than the younger generation,” he said, citing census figures that show fewer New Mexicans are achieving degrees in higher education. “That’s not good and we need to do something about it.”

The state has traditionally “not done a good job of improving the dropout rates of high school and college,” he said, and added: “But this school has proven they can reduce dropout rates to zero.”

Using a public-private funding hybrid, Arrowhead Park Early College High School – which officials stated cost $82 million less than a comparable school construction project – is the future that some state officials want New Mexico schools to look like.

“Thank you for creating the picture of what this state needs,” said state Education Secretary Hanna Skandera. “We now have a perfect model, a literal model,” she said, adding that her advice to the state regarding reducing dropout rates would be: “Go down and take a look at Las Cruces – they delivered.”

Las Cruces Public Schools Superintendent Stan Rounds echoed the same sentiment: “This is a zero-dropout place,” he told the crowd. “More than 60 percent of these students are the first in their families to go to college. And, to date, not a single one has dropped out,” Rounds said in a statement prepared earlier.

A high-school degree at Arrowhead will also entail a college-level associate’s degree, clearing the way for a four-year degree from a university, said Barbara Couture, NMSU president. “That is progress, a seamless transition of a college education,” she said of the school.

The school – part of the LCPS system – opened in July 2010 at Dona Ana Community College. Last August it moved to NMSU’s eight-acre site. The school currently has 115 freshmen and 115 sophomores, administrators said. Next year, the school will accept an additional 125 students, then an extra 125 students will be accepted the following year to reach the 500-student capacity, said Gabriela Alaniz, dean of students, and Yolanda Juarez, office manager of the school.

Officials at the event credited the Bridge of Southern New Mexico with bringing the private and public sectors of the area together to create the innovative school.

Let me first start off by saying that the “job” of job creation in economic development takes an organized and consolidated approach and it requires the efforts of many groups working together.  In this respect I want to recognize all the team players that make this possible here in Doña Ana County.  They include the New Mexico Economic Development Department, the New Mexico Partnership, the Border Industrial Association and of course our partners at both the City of Las Cruces and Doña Ana County.  They also include our educational and training partners at NMSU and DACC.  And of course it takes the support of all of MVEDA’s private sector partners.

COMPLETED PROJECTS AND SUMMARY OF ACTIVITY

As of September 30, 2011, MVEDA has assisted in the creation of two new locates representing 279 new jobs to Las Cruces.  They include:

• Vangent, a back office support center based in Arlington, VA.  The company announced the decision in early July of this year and have currently hired over 90 employees to date.
• L&M Radiator, a manufacturer of industrial radiators that recently relocated out of El Paso to Las Cruces.

With these two locates, we are far ahead of production levels compared to this same time last fiscal year in terms of project completion, square footage absorption, employment numbers and capital investment.

MARKETING & BUSINESS DEVELOPMENT

As a result of the several locates that have taken place over the last nine months, the MVEDA staff had spent considerable time and energy in project management functions.   Entering the new fiscal year, we have now returned our focus to the marketing efforts of the organization and the re-building of our project pipeline.  Although lead and prospect generation is slower year-to-date compared to this same time last fiscal year, we are once again beginning to see new opportunities.

We have been quite aggressive in our marketing efforts and reaching out to target markets where we believe there is potential for near term growth opportunities.  At MVEDA’s Board Strategic Planning Retreat in June, the staff outlined the following primary targets:

• Unmanned Aerial Vehicles/Systems (UAV/UAS):  The Las Cruces International Airport is the only municipal airport in the US where UAV’s can be tested in the public airspace.  Along with the expertise in systems operations provided by the Physical Science Laboratory, the Las Cruces region becomes a unique opportunity for UAV companies seeking to not only test but to conduct R&D and assembly operations.

• Logistics & Warehousing:  The announcement of Union Pacific this past fiscal year affords us incredible future growth opportunities and we are taking steps to position ourselves for success in this area.

• Renewable Energy:  Over the past 12 months, MVEDA and the region have experienced tremendous success in the development of solar projects.  We continue to aggressively seek out opportunities in this area.  However, we are seeing a shift in new interest from bio-mass companies exhibited by the growth in research in new fuel related agricultural crops.

• El Paso Market:  Over the last 18 months, Las Cruces and Doña Ana County have benefited greatly from growth pressures in El Paso that are squeezing the industrial base.  Early results have included Alaska Structures and L&M Radiator expanding into Las Cruces as well the recent announcement of TE Connectivity’s consolidation into Santa Teresa.

This quarter, we have also participated in prospect trips to Chicago, Boston, Washington DC and San Francisco.   More recently MVEDA also participated in Virgin Galactic’s Industry Day at Spaceport America and the ISPCS conference.

As evident from the above, we are experiencing renewed growth and interest in the region, primarily in the manufacturing sector.  Eighteen months ago, the City of Las Cruces had over 360,000sf of industrial space sitting idle.   Of that space, 300,000sf is now occupied by Alaska Structures in our West Mesa Industrial Park.  Vangent has taken over the former Frontier Airlines reservations center and L&M now occupies the former Multi-Plastics facility.

The Union Pacific project at Santa Teresa further positions Doña Ana County to be a major hub for future distribution and logistics companies.   More recently, but falling within our 2^nd Quarter activity, TE Connectivity officials along with Governor Susana Martinez announced their plans to consolidate their operations in Santa Teresa thereby making their Doña Ana County facility their largest North American distribution center.  We also expect one to two more announcements before the end of the calendar year.

New name. New attitude.

That sums up the revamp of an annual small business and entrepreneur conference hosted by New Mexico State University’s Arrowhead Center.

Once called the Business Owners and Entrepreneurs Symposium, the name of the Nov. 4 half-day gathering has been changed to GROW: An Event for Entrepreneurs.

“We’re going to have different experts sit down with people one-on-one to talk about (a business’) specific problem,” said Sara Pirayesh Sanders, entrepreneurship director for the Arrowhead Center. “The intention is for it to be a working, very tangible event. People come in with a problem and they leave with resources. It’s targeted to those who want to start a business or who already may be in business.”

In past years, the setting was more formalized, with a panel onstage taking questions from the audience. This year, the audience will sit through a few presentations and then have the opportunity to stop at various stations and talk directly to the experts. For example, a small business owner who has designed her own brochure will be able to show her work to a marketing expert who will provide a constructive critique and advice.

Theresa Gonzales, vice president of RTD Hardware, was a panel participant last year and is enthusiastic about the GROW changes.

“Not many people asked questions last year, so there really wasn’t much interchange between the audience and us,” she said. “Less formal is always less intimidating for a lot of people. This will probably be a much easier way for people to ask questions. It would have made me more relaxed as well. I’m not really big on speaking in front of people. I prefer one-on-one.”

Despite running a business that has been operating in Las Cruces for 25 years, Gonzales said she is interested in attending GROW so she can learn more from the experts about social media and insurance issues.

“I can see myself sitting in front of an expert and asking questions for my business,” she said.

Among the speakers at the GROW event are Michael Rivera, state director of the New Mexico Small Business Development Center Network; Bill Allen, president and CEO of the Greater Las Cruces Chamber of Commerce; and John Woosley, director of the New Mexico district office of the U.S. Small Business Administration.

Chris Penner, director of the Arrowhead Technology Incubator, will give the luncheon keynote address. Penner will discuss his experiences as an entrepreneur. Garrey Carruthers, dean of the NMSU College of Business and vice president for economic development, will give the closing remarks.

For the one-on-one meetings, local experts will be on hand to help small business owners and budding entrepreneurs in a variety of fields such as Web design, marketing, commercial lending, taxes, insurance, information technology and international trade.

In addition to getting free advice from the experts, GROW attendees also will receive a jump drive that has templates, instructions, guidelines, checklists, information on how to open a Facebook account and more, Sanders said.

Along with the Arrowhead Center, GROW is sponsored by the Dona Aña Community College Small Business Development Center and the New Mexico Procurement and Technical Assistance Program.

Peter Ibarbo, president of the Ibarbo Consulting Group in Las Cruces, said small businesses in the area have many resources available to them, but the Arrowhead Center fills a special and needed niche.

“The Arrowhead Center provides a specific, technology-focused type of business incubation,” he said. “I think it is very critical to the economy to attract companies that require that connection with the university to provide them with research and with space.”

Dr. Christopher Erickson will be the featured speaker at the November meeting of the MVEDA Business on the Border Forum. The luncheon will be held on Tuesday, November 1, 2011 from 11:30 AM until 1:00 PM at the Hotel Encanto de Las Cruces, 705 S. Telshor. In his “Update and Outlook for the Las Cruces Economy” Dr. Erickson will discuss the outlook for Las Cruces next year and beyond. He will also discuss the outlook for the state and national economy.

Dr. Erickson has served on the faculty of the NMSU Department of Economics and International Business since 1987. He is a frequent speaker on financial economics, macroeconomics and the border economy. His primary teaching interest is money and banking. He is the author or co-author of numerous articles on financial economics, including supplemental money and banking text that has been adopted on more than 100 college campuses. He is the Executive Editor of the New Mexico Business Outlook, the e-newsletter of the College of Business at New Mexico State University.
