Solar Energy Projects On-Line
Two of the three renewable energy projects in Doña Ana County are on-line and producing electricity under a power purchase agreement with El Paso Electric. Construction for the third solar energy project has begun in Las Cruces.

NRG Energy, through its wholly owned subsidiary NRG Solar, completed construction recently on the Roadrunner Solar Generating Facility, which is one of the first large-scale solar projects built in New Mexico. The Roadrunner Solar Generating Facility is located on 210 acres near the Santa Teresa Port of Entry. Its 340,000 photovoltaic solar panels can produce up to 20 megawatts of electricity, which is enough power to supply 6,600 homes in El Paso Electric’s system. (Related story)

NextEra at Hatch
NextEra Energy Resources, a subsidiary of NextEra Energy, recently completed one of the largest concentrating photovoltaic (CPV) systems in North America on 39 acres in the Hatch Industrial Park, 7 miles west of the Village of Hatch. The 5-megawatt (MW) system, with 81 solar tracking concentrator panels, was funded by Village of Hatch Industrial Revenue Bonds. The Village put an emphasis on New Mexico jobs for New Mexicans. SunEdison at Las Cruces
SunEdison, one of the largest solar energy providers in North America, has begun construction of the solar power generation facility at the City of Las Cruces West Mesa Industrial Park. The 12MW solar power project is expected to require 230 construction jobs for a 6-9 month period.

SANTA TERESA, NM — A construction project that created 240 jobs in Santa Teresa culminated with an inauguration ceremony to mark the start of energy production from the state’s second-largest photovoltaic operation on Friday.
“The completion of the Roadrunner solar facility is a major milestone for the New Mexico border region,” said Secretary of Economic Development Jon Barela. “This builds on all the momentum taking place in the region due to the coming together of many entities, including the Border Industrial Association, Mesilla Valley Economic Development Alliance, NRG Energy, El Paso Electric and First Solar, for the economic development success of Santa Teresa and we are thrilled to have the Roadrunner solar project and this partnership here as a part of the community.”

Cost-competitive, renewable power generated by the facility will be sold to El Paso Electric under a 20-year power purchase agreement.
“This new project is a good example of an economic development opportunity that is characterized by high-technology and a renewable resource that is plentiful in southern New Mexico – sun,” said Jerry Pacheco, Vice-President, Border Industrial Association. “We congratulate NRG Energy, El Paso Electric and First Solar on this milestone and the door it opens to new possibilities for our region.”
The Roadrunner Solar Generating Facility is located on 210 acres near the Santa Teresa Port of Entry. Its 340,000 photovoltaic solar panels can produce up to 20 megawatts of electricity, which is enough power to supply 6,600 homes in El Paso Electric’s system.
By generating clean, renewable energy, the Roadrunner Solar Generating Facility will contribute to cleaner air and result in a smaller carbon footprint for the state.
The Roadrunner facility will use a single-axis tracking system, which pivots PV solar panels to follow the sun throughout the day, increasing electricity production compared with a fixed tilt installation. The panels were made by First Solar Inc., which built the Santa Teresa plant for NRG, and also has a contract to operate and maintain the facility.
NRG Solar started construction in December 2010.
Groundbreaking Ceremony Marks $10 Million Expansion at Santa Teresa Port of Entry

SANTA FE – New Mexico’s Santa Teresa Port of Entry officially began a $10 million expansion project on Thursday with a ceremonial groundbreaking at the site. Construction will begin later this month and is expected to conclude in September 2012, will double port capacity.
New Mexico Economic Development Department Secretary-designate Jon Barela joined several dignitaries from the U.S. General Services Administration, the U.S. Customs & Border Protection Agency and representatives from the New Mexico Congressional delegation for the groundbreaking.
“The expansion at the Santa Teresa Port of Entry is a big step in our plan to increase economic development at the New Mexico border region,” Barela said. “This expansion will not only benefit our region, but also will help handle the increased number of crossings by commercial and non-commercial vehicles.”
The components of the expansion include:
•Two Additional Northbound Non-Commercial Lanes and Inspection Booths
•Expanded Secondary Inspection Area for Non-Commercial Vehicles
•Pedestrian Walkway and Expanded Inspection Area
•One Additional Commercial Lane and Inspection Booth
•New Southbound Inspection Facility
•Modernization/Renovation of the Main Port Administration Building
Since 1997, the number of annual northbound passenger vehicle crossings at the Santa Teresa Port of Entry has gone from less than 100,000 to more than 500,000 and is continuing to grow.
The Santa Teresa Port of Entry is located 42 miles south of New Mexico’s second largest city, Las Cruces, and 20 minutes from historic downtown El Paso, Texas. From the POE, Interstate 10 is an easy 12 miles down the modern Pete Domenici Highway, the newest borderland multi-lane transportation link.
With little congestion and short lines, Santa Teresa, via its sister port Jeronimo is the premier driving route to southern Cd. Juarez, Cd. Chihuahua, and further into the interior of Mexico.
Open daily for commercial, non-commercial, and pedestrian traffic, Santa Teresa is the newest port of entry on the US/Mexico border. The state-of-the art facilities were opened in 1998, replacing the original port, which opened in 1992.
Groundbreaking Set for $350 Million Sunland Park Project

LAS CRUCES – A residential and commercial development project expected to cost more than $350 million is scheduled to break ground next month in Sunland Park. Hanson Asset Management, LP has scheduled the ground breaking for July 8 on its new Santa Teresa/Sunland Park Real Estate Development Project. The construction is eventually expected to include 1,400 homes, 1,200 apartments as well as commercial and industrial projects.
“We will deliver competitively priced, entry-level buildable lots,” said Russell Hanson, principle manager with the company. “The low New Mexico real estate taxes will be an attraction to our target market in the region.”
Hanson Asset Management and El Paso-based Desert View Homes purchased 458 acres from Verde Realty, which includes the four corners of McNutt Road and Pete Domenici Highway in what was previously referred to as Project Checkpoint.
Phase one of the project, referred to as Villa Valencia Unit 1, is a 117-single-family lot subdivision developed by HAM in conjunction with Winton and Desert View Homes. The development of another 100 lots will begin in eight months, when the second phase of the project is undertaken. When completed, the 330-acre residential portion of the project will consist of more than 1,400 homes averaging in price $150,000 and above.
The remaining 120 acres of the project were purchased by Santa Teresa Properties, LLC also managed by HAM, to develop commercial and industrial projects, and more than 1,200 apartments. The company already has sold a portion of these properties to investors that are developing a medical clinic. A regional nursing school also has contracted to build a 30,000-square-foot instructional facility in the near future.
“Projects such as the Union Pacific Santa Teresa facility, the expansion of the Santa Teresa Port of Entry, and the development of the Sunland Park International Border Crossing are making this region one of the most dynamic on the entire U.S.-Mexico border,” said Jon Barela, New Mexico Economic Development Secretary designee. “The development of affordable, entry-level housing and retail services is critical for the hundreds of jobs that will be created due to these projects.”
